Decision of the European Central Bank on access by non-bank payment service providers to Eurosystem central bank operated payment systems and central bank accounts

On 9 April 2025, Decision (EU) 2025/222 of the European Central Bank of 27 January 2025 on access by non-bank payment service providers to Eurosystem central bank operated payment systems and central bank accounts (ECB/2025/2) became applicable.

Its purpose is to enhance the efficiency and smooth functioning of the retail payments sector, including facilitating the execution of instant payments across the euro area, by qualifying non-bank payment service providers for access to payment systems operated by the Eurosystem central bank. This decision covers aspects such as: access requirements, non-offering of safe guarding accounts, a limit on maximum holding amounts, and penalties in the event of non-compliance.
