Speech of the CFTC’s Acting Chairperson before the UK’s All-Party Parliamentary Group on Blockchain Technologies

During her speech before the UK’s All-Party Parliamentary Group on Blockchain Technologies, Caroline D. Pham, Acting Chairperson of the U.S. Commodity Futures Trading Commission (CFTC), presented the key elements of the Trump Administration’s new regulatory strategy for the digital asset market. She announced that the United States is entering a “Golden Age of Crypto,” with a priority placed on creating clear and innovation-friendly regulatory frameworks to encourage investors and entrepreneurs to return to the U.S.

Caroline D. Pham introduced the report of the President’s Working Group on Digital Asset Markets, which includes a number of recommendations related to, among others, modernizing financial oversight, regulating stablecoins, combating financial crime, and improving digital asset taxation. Joint initiatives by the CFTC and the SEC were also announced — such as the Crypto Sprint and upcoming consultation rounds — aimed at harmonizing the agencies’ approaches and accelerating the approval of innovative financial products.

In her speech Caroline D. Pham also emphasized the importance of cross-border regulatory cooperation, particularly with the European Union, referencing existing frameworks such as MiFID II and MiCA, as well as the recognition of foreign platforms operating under comparable standards. The entire vision is a part of a broader effort to restore U.S. global leadership in digital finance.
