Declaration of accessibility for the fintech.gov.pl website
The Office of the Polish Financial Supervision Authority (UKNF) commits to ensuring accessibility of the https://fintech.gov.pl website in accordance with provisions of the Act of 4 April 2019 on Digital Accessibility of Websites and Mobile Applications of Public Entities.
https://fintech.gov.pl is a website belonging to the Department of Financial Innovation FinTech, established by the UKNF.

Compliance status
The website https://fintech.gov.pl is partially compliant with the requirements set out in the Act on Digital Accessibility of Websites and Mobile Applications of Public Entities, due to the non-compliances and exemptions listed below.
Non-compliance with the digital accessibility requirements
- Certain graphic elements (e.g. logos, decorative graphics) may not have unambiguous alternative descriptions (alt text) or these descriptions do not specify the element’s function. Elements marked as “Image” appear in the footer of the website, which may make it difficult for screen reader users to understand the content.
- Links referring to content on social media may direct to external websites (LinkedIn/Facebook/X) that do not always meet the digital accessibility requirements and are beyond the control of the UKNF.
- The multi-level menu structure may be difficult to operate for keyboard users and screen readers, e.g. due to the necessity of expanding the menu
- The lack of dedicated “skip link” mechanism (a quick jump to the main content) visible at the beginning of the page may require keyboard users to repeatedly click through the header and the menu.
- Some materials linked from the website (e.g. reports, studies, warnings, communications) may be published as PDF files or graphics originating from other sources that are not always fully digitally accessible (e.g. lack of text layers, lack of alternative descriptions for charts). This is often historical or externally sourced content.
- Lack of availability of a sign language interpreter via electronic communication means.
Content unavailable due to excessive costs
- Certain older educational materials and archival PDF files may not meet all accessibility requirements (e.g., lack of text readable by screen readers). Retroactive adaptation of all documents would require a repeated preparation of a large number of materials, which at this moment would constitute an excessive burden within the meaning of Article 8 of the Digital Accessibility Act.

Content excluded from the accessibility obligation
- Content originating from external websites and media is subject to exclusion as content originating from a third party, over which the UKNF does not have full editorial control.
Preparation of the Declaration of Accessibility
The declaration was prepared based on a self-assessment of the fintech.gov.pl website and a manual check of basic WCAG 2.1 criteria at the AA level (including header structure, keyboard navigability of the menu, presence of alternative texts for images, contrast, text scalability). The review was carried out on October 28, 2025.
The declaration will be updated following the implementation of technical changes improving accessibility.
Facilities and Action Plan
On the website:
- Content is divided thematically (News, Innovation Hub, FinTech Support, UKNF for the market, MiCA) and a search engine has been added, which facilitates finding information quickly;
- Headings and text descriptions are used for sections (e.g., "Innovation Hub", "Virtual Sandbox"), which helps screen reader users understand the context;
- Accessibility settings are made available, i.e.:
- Screen reader (text-to-speech);
- Font size adjustment;
- Dyslexia-friendly font;
- Grayscale;
- Cursor magnification;
- Hide images;
- Text spacing adjustment;
- Zoom level adjustment;
- High contrast.
- Quick "back to top" button.
- Email contact for the FinTech team is clearly indicated in the footer of every subpage: fintech@knf.gov.pl.
Planned actions:
- Supplementing alternative descriptions of graphics and illustrations where possible;
- Successive improvement of the accessibility of older files upon user request;
- Simplification of keyboard navigation and improvement of focus visibility (highlighting the active element) in the menu.
Keyboard Shortcuts
No additional (custom) keyboard shortcuts have been defined on the https://fintech.gov.pl website. The service can be operated using standard browser shortcuts and the Tab key for navigating interactive elements.
