On 10 August, a proposal for an Act amending the Act on payment services and the Foreign Exchange Law was published on the website of the Government Legislation Centre. The proposal provides for many changes which, if adopted, will be relevant for payment service providers.

The key changes include:

• the extension of the list of acceptable cases of disclosure by payment service providers of information subject to professional secrecy;
• the obligation of payment service provider to authenticate and not to authorise a payment transaction if the user denies that he/she authorised the transaction;
• the obligation of payment service provider to provide information on the number of ATMs and cash deposit machines held or the number of unauthorised transactions.
