Speech by the Chair of the U.S. SEC at the Inaugural OECD Roundtable on Global Financial Markets in Paris

On 10 September 2025, Paul S. Atkins, Chair of the U.S. Securities and Exchange Commission (SEC), delivered a speech at the Inaugural OECD Roundtable on Global Financial Markets in Paris. The address covered, among other things, the SEC’s ‘Project Crypto’ – an announcement of clear regulations for crypto-assets, including a transparent method for classifying crypto-assets as securities and the creation of a single, comprehensive legal framework governing the provision of crypto-asset services (the exchange of crypto-assets for funds and other crypto-assets, lending in crypto-assets, and staking). Paul S. Atkins also stressed the need for international cooperation, particularly in the context of the MiCA Regulation[1] (and plans to adopt a ‘MiCA Regulation 2’ to address the regulation of decentralized finance (DeFi), crypto-assets that are unique and non-fungible with other crypto-assets (NFT), and the lending  and  borrowing  of  crypto-assets). An important theme of the speech was also the role of AI in finance and ways of using AI systems in conjunction with blockchain.
